Traveling Mii's

So I've created 12 Mii's on my Wii so far, and have set them all to "Travel/Mingle" yet they haven't gone anywhere, and no new Mii's have hopped onto my Wii.

Can your Mii's only Travel/Mingle when you've added others as friends on your Wii? I'm assuming that's the case. I originally thought once you got the Wii online, which I have, that the Mii's would just start randomly hopping around Cyber-Wii-Space and that's how it would work.
