Underground Bag Guys With Feet?

I just got the game recently and I've seen an enemy a couple times that runs around underground. When you stop they pop out of the ground but when you move they go underground again. They look like teal bags with feet. I can't remember the galaxy where I saw the first one it was really early. But they're also in the gusty garden galaxy on the third star. Underneath the first landmass.

Any pointers or knowledge would be sweet. Thanks.

spin when ontop of him and he gets ontop of the ground, then you jump or spin on him again and he releases a massive amount of coins.

You have to get near him, then spin him again once he is stunned, and it releases a ton of star bits. Or you could jump like ^ said, but you would get coins instead or star bits.

what you can also do, is get a turtle shell or a coconut and hold it facing the direction you know he's going to pop up, and then throw it at him. that's how i always got him.
