Ok bottom line I'm stuck on the final stage of the volcano level on the boss. I've raised the axe and everything but what are those levers for????

The levers are for getting across to the giant axe.
They raise and lower the platforms.

when you get to the axe, climb up it and ring the bell to catch the dragon's attention, and quickly go back down the ladder to avoid being burnt to a crisp. The axe will fall and complete the level for you.
