Need help with Taming the River Rapids

I am stuck on this mini game. I killed the twilight monsters and created the portal. Link went inside with Iza and agreed to help. I received the arrows and bombs and combined the two. But now I can't get down to the boat. There is a barrier in the way. This leads me to believe I missed a step but I cannot imagine what. Help?
