I'm pretty sure you use the cell phone to, 'dial' them in.
Push up on the D-pad to bring your cel up, and then hit up again to bring up free dial mode. Enter in the number and hit the blue phone button to place the call.

but its okay to cheat in gta4 if your just going on killing sprees. imt rying not to cheat in the main game too much. only weapons cause their a pain in the ass to buy but i dont do missions with an rpg. lol
and also i spawn fast cars cause i hate looking for them. IMO gta cheats are part of the series. lol
