It's banned under Smogon rules but not under Gamefreak rules.
I just wanted to test out the Moody Smeargle and it turns out its pretty good.

Japan is also not bound by the Smogon rules and you will see Chanceys with Minimize.

Smeargle can learn any move so the combinations are endless.
