What is the point of elebits, exactly? looks like you just shoot those little buggers within a time limit

That was a time trial that you can do for replay value. Not the actual game, I believe. The point of the game is to find the elebits and capture them with the capture gun. Thus restoring electricity to the places that you're in...or something.
