yeah just in brawls, just keep playing at delfino plaza,

delphino plaza and toon links pirate ship are good for this.

I just played on toon link's ship; delfino plaza doesn't have water about half the time. I just swam for 2 seconds, then jumped out, then did it again. It doesn't take too long though.
