idk wat this type of edting is called can someone help?

because i love the way it looks and alot of people on myspace do it can someone help?

That would be called photoshopping, haha.

To be more specific, though, they probably just throw the image into Photoshop and put a Diffuse Glow filter over it. It's a really basic effect, though, so I'm sure other photo and imaging programs can do the same effect.
