2 reasons

First: It must be mutual friendship. The people you add must add you as well.

second: I have people on my list I added at like 3 in the morning that I know added me about the same time and we still are not linked together. It takes anwhere between 15 minutes and like 8 hours. Those are the reports I have read anyways.
