with the miis you can put that mii as the person pic in the addy book with the miis in ur plaza i dont think they do much of nething and the mii parade i dont know wat that is either some one tell us lol XD

the mii parade is wen a mii "mingles" and goes from your wii to some1 elses and it ends up in the parade...

I have added everyone on the last 4 pages of this post! Im guessing you go to the Mii parade and find mii's that you like, then send them to your plaza if you want them. Pretty cool, I hope they make more features for this.
