You mean like through the WiiSpeak channel? The one you can download for free once you have the WiiSpeak peripheral...
Though not while you're playing a game (unless it's one that specifically supports it, like Animal Crossing or The Conduit).

I think it's FC-orientated. Though haven't been able to test it properly yet, as I don't have anyone's friendcodes (for Wiispeak at least).
