Im stuck.......again

Im in chapter 7-3, on the 5th stair, and the walkthrough tells me to go to level 37. not only am i unable to figure out how to get out of the 5th stair, but I alsocan't figure out what the *heck* level 37 is. any help?

If you look on some of the clouds, they will have numbers on them. The 37 refers to the cloud with that number "growing" out of the top of it.
