I think the manual sums it up well but I'll still explain it.
If you have WiiConnect24 turned on, your wii will stay on unless it's unplugged or something like that. If you add friends using wii friend codes (wii message board>compose>address book>add friend code) then other Mii's (from the friends you have added), can "Mingle" with your own Mii's.
You're basically looking at other people's miis and showing your friends yours. It's pointless.
