I Need Help

I need help creating a Pokemon team.
I have the Pokemon selected, but I need help with DVs and IVs.
The only thing I know about IVs is that the max is 30.
I know nothing about DVs.
So...How do you raise IVs and DVs?
NOTE: I have read the EVs and IVs guide.
