Star Points Into Wii Points!

i live in the uk can i convert stars to wii points yet if i link my acount to the wii shop channel and if so whats the exchange rate

It isn't possible. The only ways you can obtain wii points is through the wii shop channel with a credit card, or you buy the wii points card.
