Not true, if he doesn't have an internet connection, then he'll have to pay one way or another to get one wether it be wired or wireless. However, you're correct in saying that once you buy an online game for the Wii, you don't have to pay to play online.

EDIT: You'll need a router for a wireless connection or a LAN Adapter for a wired connection.
