It their a program that let's you write/draw on any screen whether it be an internet page or desktop. If so please direct me to it. I also wouldn't mind if I had to pay a reasonable amount for I am in need.

should just be able to take a screenshot then open it in paint or a photoshop or any other photo editing program.

Something like paint but I can write on an internet page also. And to fisher I will do that if I am unable to locate a program I am searching as I type.

I've found a couple of programs EXACTLY what I'm looking for. Sadly they are for macs. :-(
