Download Screen Characters

Aight seeing the new issue of Nintendo Power mag they had a screenshot of a VC game being downloaded, but they showed a small Luigi running the download track, I have a large fire power mario... Whats this about?
I have a theory however:
I think the character change is the status of the connection... Like maybe a small character refers to a slow connection, and a large, fire power character signifies a strong, fast connection...

anyone else curious/have theories/answers
