Hylian Pike?

Does anyone have any tips on how to catch a hylian pike? I am trying to get the sinker lure but can't get a pike after several times trying. any help is greatly appreciated.

if i'm not wrong you can find him at the northern tip of the western bank at the fishing place... but i'm not sure
