sinking lure, how to get

Alright I've caught every fish with the bobber rod and lure rod (except a greengill), including the loach. But I can't for the life of me catch the sinking lure, WHERE do I go to catch it?? I've been trying for 2 hours at the top left piece of land in the fishing hole. Is this right? Also, I have left and re-entered, so I'm beginning to think I need to catch a greengill from the boat, as its the only fish I haven't caught.

I only want it to say I got it, its the ONLY thing I don't have.
