Tiger Woods 07 - Putting From Off The Green

Does anyone know why I can't seem to select the putter when on the fringe of the green (i.e. just off the green)?
It's really freaking annoying !

ive got tiger 08 and its the same on there, should have full selection of clubs from anywhere on the course if its supposed to be realistic

Bought TW 08 before even trying out the 07 edition.
Which one is the better and why?
