Godfather is your best bet, Driver was ok, but Godfather is a lot better.

Look out for Endless Ocean or Forever Blue whatever its official name is. It's a completely free roaming game in the ocean, you just explore, find treasures, discover fish species, etc. Sounds like the perfect game for you.
