How do you connect to a PC wirelessley?

No it doesnt need the internet. The term "webpage" means a page readable by a web browser not a page on the web (confusing I know). The webserver is running on your PC and you could access it with any device on the local network with a web browser. If you configured the router properly and used a dynamic DNS service you could potentially use it from the internet but the upload speed of your ISP would probably limit you to listening to music.

Or you could port foward so the traffic never goes outside of the LAN.
