http://wmc.sourceforge.net/wiki/index.php/FAQ#Does_WiiCR_run_on_the_Wii.3F
It says.....
Does WiiCR run on the Wii?
A> No, it runs from a PC, the Wii access's it through a webpage.
ciper said:No it doesnt need the internet. The term "webpage" means a page readable by a web browser not a page on the web (confusing I know). The webserver is running on your PC and you could access it with any device on the local network with a web browser. If you configured the router properly and used a dynamic DNS service you could potentially use it from the internet but the upload speed of your ISP would probably limit you to listening to music.
