Microsoft didn't steal anything from apple. Gates bought DOS for like $5,000 from some guy who made it in his house. Because he is a savvy business man and convinced IBM that they had an operating system already developed to utilize there menu icon interface that was based off of Jobb's. But it was never stolen.
And ya, you can use your XBL account on a different machine.
