Go to the design lounge. here: http://www.wiichat.com/design-lounge/ and they have tutorials and everything.

For programs just use any paint shop program. A good free one would be Gimp.

I would personally suggest using Photoshop for things such as Sigs, but I have heard that GIMP, for a free software, is pretty good.
But yes, the general procedure involved is putting images together and adding colours and such. You can learn most of the techniques by following tutorials.

Adobe Illustrator for vector graphics (graphics made by yourself, usually) and or Adobe Photoshop for enhancing graphics (found on the internet pics of whatever)

I use gimp. Not that great, but learning. Gimp is really powerful for a free program, and it's really easy to get used to.
