why is ign video so slow?

You definitely seem to know more than I do, so I don't doubt your saying that DSLs are measured in kilobits.
Maybe it goes little bit different here in Asia.. Of course they'll measure it in kilobits officialy(This is a mere assumption since I know almost nothing of this kind of thing..) but when they make commercials or something they do it in kilobyte or megabyte just to make sure everyone understands it without getting confused. :)

In a commercial they will almost surely use megabits because it will make it sound faster.
