How long does the witch take to make magic powder on A Link To The Past?

I'd like to know whether I should wait a while or just go straight into the East Palace?

(I know you do not need the magic powder to do this temple but I'd just like to get it early).

I think its almost instantly? Havent played that game in a decade, so if im wrong dont sue me. I think if you leave, fight some guys and come back, its there.

I usually run a side quest or two, or a dungeon, and then I find it there when I come back.
