Question about playing people from different regions?

Ok, I notcied I can't add a friend code of someone in the US on Mario Strikers Charged and that it is just people in Europe which is fine for me, and that Nintendo are basing online gaming for the regions, like the whole of the US, Europe etc

Then I noticed on Fifa 08 online that I can play against people from around the world from Canada all the way down to Mexico. Can someone explain to me why this is? As on Madden 08 online I couldn't play people on that side of the pond.

It works on a game by game basis. For example when I play picross DS im matched up mostly with people from japan. Its not like that for msc because (the manual says this) the lag would make the game unplayable

It's just how they made the game because Nintendo's still new to real online gaming and like the guy above me said, it would lag a lot if you were playing with some one from Japan if you're in the US
