often on gaming sites, such as gamespot, they review the VC games and none ever get a really high rating. although the games are old, some of the greatest games (mario64, legend of zelda, and sonic the hedgehog) never break an 8.0 rating. is it based on the game itself, or the emulation?

Well if a horrible game is emulated well they arent gonna give it a great score, but they do a little bit of each. A lot of games dont run properly or get stretched which greatly affects scores.
