I figured it out. The guy is blind so he can't see you to attack you. Shoot a bell and wait for him to attack it. When he does shoot him in the back with the shotgun. After that try to stay still and wait till you can get around behind his back to shoot him again. Don't shoot him anywhere other than his back.

u can also us any grenades, they go for that too, later in the game u fight them again but two this time so be prepared
