You could probably get both for something like 1 ref, the Decal tools i've seen have been sold for 1.33 but you will find people selling it for 0.66-0.77. Maybe even budget down to 1 ref if you can find an objector for a cheap price.

Name tags are 1.33 and desc tags are a ref. Weapon is about a scrap or two and decal is probably no more than .66. It's a little over a key for everything.

I hate people increasing the price of an item after you've added them and you're inquiring if they still have the item you're looking for, was getting a Strange shotty for a friend and the guy was saying 4 Ref, I add him and suddenly its 4.33. Tell you something next time that happens the arseholes getting called a prick and deleted instantly.
