The UK one is. And the ESRB is a guidance one, but in the end, it's the only form of certification they have. Besides, it's up to parents (despite claims to the contrary) to decide what's best for their "child" (minor).

Or are you getting at the fact that older people could play it, because I was just going for the lowest common denominator. Technically, an adult could play Dora the Explorer if they wished, they just might not get all that much out of it...

That's because they're mommies are "dumbasses". And the point I was getting at, is nothing is "targetted" below it's certified age restriction (or equivolent).
