Question about levels.

Why is it that naturally in the game, no Pokemon can be caught at level 1? I've always sordave wondered this.

they is one lv 1 pokemon the fish

but most pokemon have just leveled up in the wild battling trainers
and most people would no play if all wilds are level1

Breed them to get a lvl 1.
