question about twilight princess

hi, i just got this game as i see it on you tube, i have only just started it and the question i have is once i get the fishing rod can you use this at any point in the game where there is water
for exsample can i start a game and have a battle with a friend to see who can catch the biggest fish. i know this is not a fishing game but i have seen another fishing game which is no where near as good as the one on here
