First question: Street Fighter II Turbo. However, if you have a PS2 you can get Capcom Classics Collection vol. 2, which has Super Street Fighter II Turbo.

Second question: Ignore Conan, he just really hates TG-16 for some reason. There's Neutopia, Neutopia II (both Zelda clones), the Bonk series, and Bomberman '93. Also, TG-CD games are coming out this month, so there's a possibility we could eventually see Ys 1&2 and Castlevania Dracula X: Rondo of Blood.

Street Figher turbo is better and yes there are good TG-16 games.

The Bonk series is good with Bonk's Revenge being the best of the bunch.
As already mentioned, the Neutopia games are good and are Zelda clones but that's not a bad thing.
Dragon's Curse, which is the TG-16 version of Wonder Boy III: Dragon's Trap is solid.
Bomberman 93 is good in single and multiplayer modes.
Ninja Spirit and Bloody Wolf are both awesome and Splatterhouse is pretty decent.
Alien and Devil's Crush are both awesome (for video game pinball).

If you like shooters, Dragon Spirit, R-type and Air Zonk are all good choices.
