How do I upgrade weapons?

I look at the list and I see 0/20, 0/3, etc. Does that mean I kill 20 with that specific gun and I upgrade? How does it work?

thats your weapon proficiencies
and yes it is based on the number of kills with that weapon....but it doesn't do anything as far as upgrading them
once you reach a new level of proficiency with a gun it gives you a big boost in xp.....thats basically all its good for to help you level up....
you unlock new guns as you gain levels

Gotcha. Thanks. I still don't understand how to do it though. For example, I'm using the AK-47 and for as long as I been using it, I can't get that upgrade or whatever it is for the XP boost (which is usually like 400x). I've only gotten the 50x XP with it. When it says 0/20 for a specific weapon, does that mean 20 kills with that weapon. I've done that, but still don't get those big XPs. Not sure if I'm explaining it right. =/

There are levels I II III IV Each level requires a number of kills and each higher level requires a higher amount of kills. 0/20 means you have 0 eliminations and need 20 more to reach this level of proficiency. After you reach the next level the count starts at 0/40. When youre finished it will read done.
