He's not saying they turn exactly into what Goku does, he's using it as a comparison. Sonic doesn't use the same power scale as DBZ does, so obviously "SS Sonic" won't be as powerful as SS Goku, it's the similarities he's talking about (yellow hair, enhanced physical attributes, etc.).
