You can delete, and redownload games.
But what I think you're getting at is a kind of rental system.
Which you pay like half price to rent the game and play it for a weekly charge of 200 wii points or something like that.
But that would defeat the purpose of the VC. Besides that Nintendo makes money buy SELLING the games. Not renting them.
Even buying and reselling is irrelevant because there is an infinite amount of each game on the VC.

Then read the agreements you entered about ownership of VC content.
you buy a license to play the game for the duration of the ownership of that individual Wii. if you sell the Wii you have agreed to wipe it first.

Maybe not buyback, but something similar to the way you purchase games on your cell phone. $3.50 per month or $7 to keep. Most people would go with $7 cuz after 2 months, you're paying more to keep it than if you just bought it in the first place. I dunno, just an idea using my cell phone's prices. I'm fine the way it is, anyway. No need to change anything.
