It's because they wanted the GC to be REALLY small. want a small system, you gotta have small discs.

PIRACY ISSUES and MINIMAL MEMORY SPACE (subsequently loading times was significantly reduced) was the main reason Nintendo made their GC discs smaller than CD size. You really can't copy from a small CD to another. Also, I don't know of anyone who really prefers loading screens to the actual game when playing a video game. Sony seems to have it all mixed up XD.
