The sad part is that few people who need to see this thread are seeing it. Over half the posts in here are by people who are long-time members and generally follow the rules.

Perhaps we could make it an announcement?

Good idea. But, most of the time people who join a site, in this case a forum, skip through all of that. So basically its not worth it and would be better just to put it up as an announcement.

Great job, Syntax, some of the boundries have obviously been being overstepped (SPAAAAAM) so I think a refresher course is a good idea.
I'm off to read the rules once more.
